Abstract and info

The study determines the perceived effectiveness of community based or civil society based policing organisations, the Bakassi Boys and the Nigeria Police Force. Findings show that the police force is generally rated as a non-effective organisation, especially in the medium-density area of Awka. The Bakassi Boys are believed to be very effective in their functions, irrespective of location of residence, educational level, occupational status and length of stay in Onitsha metropolis. Comparing the functions of the two security organisations, the study reveals that the respondents generally believe that the civil society based security operatives are twice more effective than the police, across all the social categories. In areas of effectiveness and weakness, the vigilante organisation is better than the police in all the indices. It recommends that the vigilante organisations should be given more legal coverage and recognition. In addition, it advocates the sourcing of more funds and equipment for these security operatives. Giving adequate orientation and proper work ethics especially on bribery and corruption to the rank and file of the police will significantly enhance the performance of the organisation.
